The Maryland MVA announced a recall on thousands of driver's licenses marked as REAL ID-compliant due to drivers not having filed the required documents to qualify for a REAL ID. Any recalled license is not considered valid and can be confiscated by law enforcement if a driver is pulled over. Affected residents MUST visit an MVA office as soon as possible with appropriate REAL ID documents.

- Veteran Designation on MD Driver's License and Veteran FAQs Attention Maryland Veterans: Effective January 1, 2013, you will be able to have a veteran designation placed on your driver’s license. This was authorized by a bill passed by the Maryland General Assembly, and signed into law by Governor O’Malley in May, 2012.
- Restriction A – Motor Driven Cycle - Class A A Class – A restriction is applied to a driver’s license with a motorcycle endorsement when the skills examiner indicates on the motorcycle skills exam results that the driver passed the skills exam on a Motor Driven Cycle – Class A. Applying for a New Driver's License in Maryland
In Maryland, the Motor Vehicle Administration (MVA) requires you to complete their graduated licensing system (GLS) in order to obtain your new driver's license.
This is a requirement for new drivers regardless of your age.

MD REAL ID Driver's Licenses
The Maryland MVA began issuing federally-compliant REAL ID driver’s licenses in place of standard driver’s licenses in 2011*. After October 1, 2020, the REAL ID is the only credential that will allow you to continue to use your license for domestic travel and entry into federal and military buildings. You have 60 days to transfer your out-of-state driver's license to a new Maryland driver's license when you move to the state.
The type of Maryland driver's license you can apply for will be determined by how long you've been licensed for:
- 18 months or longer: Regular driver's license.
- Less than 18 months: Provisional driver's license.
Regular Driver's License
Q: Can I use my MD license to board an airplane?
A: Yes! Maryland has issued REAL ID-compliant licenses and ID cards since 2011. That means your driver's license is approved as federal identification for activities like domestic travel and entering federal facilities.
To get a new Maryland driver's license, you must go in person to your local MVA office and:
- Present your current driver's licenseOR a certified driving record from your previous state.
- Pay the fee of $9 per year (your driver's license will be valid from 5 to 8 years).
- Pass a vision screening.
- Prove your age and identity, with documents such as:
- Original or certified copy of your birth certificate.
- Valid U.S. passport.
- Valid permanent resident card.
- Prove your Social Security number, with documents such as:
- Your Social Security card.
- A W-2 or 1099 dated within the last 18 months.
- A pay stub dated within the last 3 months.
- Provide 2 documents to prove you are a Maryland resident, such as a:
- Utility bill.
- Bank statement.
- Mortgage agreement or rental contract.
- NOTE: These items must show your name and address, and each document must be from a different company.

Maryland Provisional Driver's License
If you've been licensed for fewer than 18 months, you must get a provisional driver's license.
Apply for a provisional driver's license by visiting a Maryland MVA branch office in person and:
- Present your current out-of-state driver's licenseOR certified driving record.
- Pay the $30 fee.
- Pass the vision screening.
- Pass the driving test.
- You must schedule the driving skills test in advance using the MVA's central scheduling system.
- Provide proof of identity and age; e.g.:
- Valid birth certificate.
- Current U.S. passport.
- Permanent resident card.
- Provide your Social Security number, with proof such as:
- Your Social Security card.
- A W-2 (must be from within the last 18 months).
- A paystub dated within the last 3 months.
- Submit 2 documents proving your Maryland residency that show your name and address, such as:
- A utility bill.
- Your bank statement.
- Your rental contract or mortgage agreement.
- Each document needs to have been issued by a different company.

Provisional Driver's License Period
Maryland Driver S License Restriction Codes
You must hold your provisional driver's license for a specified period of time before you can obtain your full driver's license:
- 18 months, if you've had a driver's license for less than 6 months.
- 12 months, if you've had a driver's license for at least 6 to 12 months.
- 6 months, if you've had a driver's license for at least 12 to 18 months.
If you are convicted of a moving violation during this time, your provisional period starts over for 18 months.

Types of Maryland Driver's Licenses
The Maryland MVA offers several types of non-commercial driver's licenses:
- Class A: Allows you to drive a non-commercial vehicle of any weight (except motorcycles).
- Class B: Allows you to drive any non-commercial vehicle or combination of vehicles (except motorcycles and tractor-trailer combinations).
- Class C: Commonly known as a regular driver's license. Allows you to drive a vehicle or combination of vehicles with a total weight of less than 26,001 lbs.

Your driver's license will be valid for 5 to 8 years.

New Driver's License Eligibility
If you're a new driver, you must participate in the Maryland MVA's rookie driver program, which has several stages:
- Learner's permit.
- Provisional license.
- Full driver's license.
Maryland Learner's Permit
You can apply for a learner's permit in person at your local MVA branch. You'll need:
- Payment for the $50 fee (includes provisional and full driver's license conversion).
- To pass the vision screening.
- To pass the written permit test.
- Proof of your age and identity, such as your:
- Birth certificate (original or certified copy).
- U.S. passport.
- Permanent resident card.
- Proof of your Social Security number, such as:
- Your Social Security card.
- A W-2 dated within the last 18 months.
- A paystub dated within the last 3 months.
- 2 documents to prove you are a Maryland resident, such as a:
- Utility bill.
- Bank statement.
- Mortgage agreement or rental contract.
- NOTE: These items must show your name and address, and each document must be from a different company.

Learner's Permit Restrictions
With your learner's permit, you can drive ONLY while supervised by a licensed driver who:
- Is at least 21 years old.
- Has had their driver's license for at least 3 years.
- Is sitting next to you.
Driver's Ed and Behind-the-Wheel Requirements
If you're 25 years old or older, you can move on to your provisional driver's license once you:
- Complete a Driver's Ed course. See our Driver's Ed in Maryland page for more information.
- Complete 14 hours of driving practice, including 3 hours at night.
- Must be logged using the Skills Log & Practice Guide.

Maryland Provisional Driver's License
If you're under 25 years old, you will have different requirements to fulfill before moving on to your provisional driver's license. See our Applying for a New License (Teen Drivers) in Maryland page.
If you're 25 years old or older, you will be eligible for a provisional driver's license once you:
- Have held your learner's permit for 45 days.
- Have completed Driver's Ed.
- Have completed at least 14 hours of driving practice, including 3 hours at night.
- Pass the driving test.
If you receive any traffic convictions while you have your provisional driver's license you will receive the following penalties:
- Mandatory completion of a driver improvement class: 1st conviction.
- Driver's license suspension for 30 days: 2nd conviction.
- Driver's license suspension for 180 days: 3rd conviction (and subsequent convictions).
Apply for a New Provisional Driver's License
You must apply for a provisional license in person at an Maryland Motor Vehicle Administration branch office.
First, you have to schedule your driving skills test in advance using the MVA's Central Scheduling System.
When you go to the Maryland MVA office, you'll need:
- To pass the driving test.
- Your learner's permit.
- To submit a completed Skills Log & Practice Guide.
Maryland Driver License Restriction Codes
Once you've held your provisional driver's license for 18 months, it will be automatically converted to a full driver's license. During this time you must not receive any moving violation convictions. If you are under 18 years old your license will still have restrictions.
New Maryland Driver's License
Your provisional license will automatically become a full driver's license once you've held it for 18 months.
NOTE: If you are under 21 years old, you must have no alcohol convictions to be eligible for a full driver's license. If you receive any moving violation convictions while you have your provisional driver's license, your waiting period of 18 months will be re-started.
The Maryland MVA will mail you an update card that shows you are a fully licensed driver. Carry the card with your provisional driver's license.
When your provisional driver's license expires, you will need to renew your driver's license and receive a regular Maryland driver's license.

Endorsements and restrictions may be placed on a credential (driver’s license, learner’s permit, or identification card) to designate specific operational authority or restrictions on a driver’s authority to operate a motor vehicle.

Endorsement B – Motor Driven Cycle – Class B
A Class – B endorsement is applied to an ID card for the purpose of operating a Motor Driven Cycle – Class B. You must be at least 15 years of age and pass the MDC – Class B knowledge exam to have this endorsement added to your ID card.

Endorsement L – Motorcycle Endorsement
To add a motorcycle endorsement to your Indiana driver’s license, you must provide proof of successful completion of a Ride Safe Indiana motorcycle safety training course OR have passed both the motorcycle knowledge exam and the motorcycle skills exam.
Endorsement 2 – For Hire – Non-CMV Only
To add a for-hire endorsement to your Indiana driver’s license, you must pass the for-hire knowledge exam or possess a chauffeur’s or public passenger chauffeur’s license that has not been expired for more than 180 days.
Base license endorsements have no impact on your commercial motor vehicle (CMV) operational authority. These endorsements only authorize additional operational authority on your base driving privileges.
Commercial Driver's License Endorsements
Restrictions
Restriction A – Motor Driven Cycle - Class A
A Class – A restriction is applied to a driver’s license with a motorcycle endorsement when the skills examiner indicates on the motorcycle skills exam results that the driver passed the skills exam on a Motor Driven Cycle – Class A.
To remove the restriction, the driver must pass a motorcycle skills exam on a standard motorcycle or complete an approved motorcycle safety course.
Restriction B – Glasses or contact lenses
The driver must wear glasses or contact lenses when driving.
Restriction C – Mechanical Aid (Adaptive Devices)
The restriction C is applied to a learner’s permit or driver’s license when the driver indicates they are using a mechanical aid (special brakes, hand controls, spinner/steering knob or other adaptive devices) when driving.
Restriction D – Prosthetic Aid
The restriction D is applied to a learner’s permit or driver’s license when the driver indicates they have a prosthetic aid and they wish to have it appear on their learner’s permit or driver’s license.
Restriction F – Outside Rearview Mirror
The driver must use an outside rearview mirror when driving.
This restriction may only be applied to and removed from learner’s permits and driver’s licenses based on the results of the vision screening at the time of application.
Restriction G – Daylight Driving Only
The driver may only drive during daylight hours.
This restriction may only be applied to and removed from learner’s permits and driver’s licenses based on the results of the vision screening at the time of application.
Restriction H – M/C Three Wheel Bike Only
The restriction H is applied to a driver’s license with a motorcycle endorsement when the motorcycle skills examiner indicates on the motorcycle skills exam results that the examination was passed on a three wheel motorcycle.
To remove the restriction, the driver must pass a motorcycle skills exam or complete an approved motorcycle safety course on a standard motorcycle.
Restriction J – Other
A restriction J is applied to a driver’s license when the license holder has specific restrictions to their driving privileges based on driving ability or BMV recommendation. A driver may be required to meet one or more of the following restrictions:
- Accompanying Driver
- Annual Drive Skills Exam
- Annual Medical Review
- Automatic Transmission
- Biennial Vision Screening
- Bioptic Lenses/Annual Skills Exam or Annual Vision Screening
- Fender Mount Spot Mirrors
- For Training Purposes Only
- Less Than 5, 10, or 20 Miles From Home
- Must Stay Compliant With Medication
- No Interstate or Highway Driving
- Power Steering
- Training Purposes/Night Evaluation
Learner's permit holders must follow all current state laws regarding the ages and number of vehicle occupants, when practice driving can begin, and time of day driving restrictions.
Restriction S – M/C with Side Car Only
The restriction S is applied to a driver’s license with a motorcycle endorsement when the motorcycle skills examiner indicates on the motorcycle skills exam result that the examination was passed on a motorcycle with a side car.
To remove the restriction, the driver must pass a motorcycle skills exam or complete an approved motorcycle safety course on a standard motorcycle.
Restriction 2 – Habitual Traffic Violator (HTV) Conditional
A Restriction 2 indicates that the driver is subject to alcohol (chemical) testing if requested by a law enforcement officer, while operating a motor vehicle. In addition, the driver must not operate a motor vehicle with a blood alcohol content of .02 or more. At the time of the application for a credential, the driver will be required to sign an affidavit acknowledging his/her obligation to submit to blood alcohol testing.
Restriction 3 – Photo Exempt
This restriction may be placed on a driver’s license or learner’s permit when a customer requests a photo-exempt driver’s license or learner’s permit due to religious or medical reasons.
This restriction is placed on an identification card when a customer requests a photo-exempt identification card due to religious reasons only.
To remove the exemption, the driver must visit a BMV license branch and have his or her photo taken for a new driver’s license, learner’s permit, or identification card.
Restriction 5 – Conditional
This restriction is applied to a driver’s license when driving privileges are restricted to the parameters of a court order granting specialized driving privileges. If specialized driving privileges are granted by a court, an effective SR22 is required to be on file with the BMV for the duration of the specialized driving privileges. A copy of the court order granting specialized driving privileges must be carried in the vehicle being operated by the person with a Restriction 5. The driver must produce a copy of the court order granting specialized driving privileges upon request of a law enforcement officer. The driver must also carry a validly issued driver’s license with a Restriction 5.
After the restriction expires, the driver may apply for an amended or renewed credential to have the restriction removed.
Maryland Driver License Restriction Codes In Texas
Restriction 6 – Ignition Interlock Device
A court can require an ignition interlock device for a driver convicted of operating a motor vehicle while intoxicated or in lieu of a suspension when there is probable cause to believe a driver was operating a vehicle while intoxicated prior to conviction. The restriction remains in place for the period determined by the court or Indiana law. After expiration, the restriction will automatically be removed from the driver's record when the driver applies for an amended or renewed driver's license.
Restriction 7 – Seat Belt Exempt
An individual must bring to a BMV license branch a physician's statement indicating that he or she should be exempt from wearing a seat belt. The statement must be on the physician’s office letterhead or prescription form. A new doctor's statement is required each time the credential is renewed.
Maryland Driver License Restriction Code J
To remove the restriction, the individual must visit a BMV branch and state that he or she is no longer exempt from wearing a seat belt. An amended credential will be issued without the restriction. If the individual is renewing a credential and does not provide a physician’s statement indicating that he or she is seat belt exempt, the restriction will be removed.
Restriction 8 – Medical Condition
This restriction is added to a learner’s permit or driver’s license to indicate that a driver takes medication in order to control seizures or fainting spells, or that the driver has an existing medical condition which may cause him or her to appear intoxicated. The driver must present a Physician’s Certificate of Medical Impairment – State Form 50018, completed by a licensed physician within 30 days of the learner’s permit or driver’s license application. The driver must carry a copy of the physician’s certificate when driving any motor vehicle.
J Restriction Maryland
To remove the restriction, the driver must present a Physician’s Certificate of Medical Impairment – State Form 50018, completed by a license physician, stating that the medical condition no longer exists.
Maryland Driver License Restriction Codes In Louisiana
** CDL holders with a restriction 8 also require an additional CDL Medical Exemption.
Restriction 9 – Temporary Lawful Resident
This restriction indicates that the holder of a credential has temporary lawful status in the United States. Before obtaining a secure credential, the individual must present documents proving his or her identity and lawful status.
