- The Florida CDL Manual, also known as the Florida CDL Handbook, is the training manual you will study in order to pass the written test to obtain your Florida commercial learner's permit. The commercial learner's permit allows you to drive a tractor trailer as long as you have a licensed CDL holder in the vehicle with you.

Who is Required to Have a Florida Drivers License?

Who Does Not Need a Florida Drivers License?

A few examples include US government employees driving government vehicles on official business, non-residents attending college in Florida, and members of Armed Forces stationed in Florida.
